The Concept for the Development of the Houses of Friendship of the Assembly of the People of Kazakhstan, approved by Resolution of the Government of the Republic of Kazakhstan No. 580 dated 30 May 2014 (hereinafter, the Concept), sets out the relevant objectives and assigns the task of constructing Houses of Friendship in all regions. To implement this task, the House of Friendship building in the Mangystau Region was constructed in 2017.
The “House of Friendship” in the Mangystau Region was built in 2017 by NCOC as part of a social program. It is a multifunctional facility. The first floor includes a round hall for 100 people, a concert hall for 400 spectators, a press conference hall, a special office of the Head of State, and four presidential offices. In addition, the same floor houses the offices of the regional veterans’ council and Afghan war veterans, a library hall, a dining hall, and a museum.
The second floor accommodates offices for 20 ethnocultural associations. Several non-governmental associations, creative song and dance groups, a 50-seat conference hall, a 90-seat cinema, the Assembly’s youth wing, and an Ethno-Mediation Center also operate here.
On the third floor, the Municipal State Institution “Qogamdyq Kelisim” carries out its activities actively.
In August 2018, the 5th Caspian Summit was held in the high-level conference hall of the House of Friendship building, bringing together the heads of state of five countries: Kazakhstan, Russia, Azerbaijan, Iran, and Turkmenistan. The summit discussed the legal status of the Caspian Sea, cooperation in the Caspian region, and regional international issues.
The venue hosts events at the international, national, and regional levels, as well as other activities.
